Arizona General Contractors B ( General Residential License) Arizona General Contractors B-1 (General Commercial License) Arizona ROC Rules allow a Qualifying Certificate Holder to enter into a business agreement with an existing Company or individuals to create a new business entity. The State requires the Qualifying Partner of the company, at minimum of a 25% shareholder in the new GC Company. The terms of the agreement will be for 5 years or longer. Qualifying Partner is semi retiring after grossing $80 million in revenue over the last 7 years. 12% to 15% down, owner will defer first 6 months of payments.
